A city built on factory floorspace
Leicester has more surviving industrial floorspace in daily commercial use than almost anywhere its size, and that shapes every assessment we do here.
Along Belgrave Road and the Golden Mile, former hosiery and textile factories are still working buildings — part production, part warehousing, part office, often all three under one roof with meters that nobody has mapped. The St George’s Cultural Quarter has turned the same shoe and hosiery stock into studios, offices and bars. Frog Island and the Abbey Lane corridor hold the rougher end of it.
Then the Waterside regeneration along the Soar, Friars Mill and the Great Central Square schemes; the Highcross and the Lanes for retail; Space Park Leicester on Pioneer Park; and the modern business parks out west — Meridian at Braunstone, Grove Park at Enderby, and the distribution giants down towards Lutterworth.
Commercial EPCs for mixed-use industrial buildings
Non-domestic premises over 50m² need a valid EPC at sale, letting, new build or major renovation, valid for ten years.
Leicester’s multi-use factory buildings are the tricky ones. A single address can be three assessment zones with different heating, different lighting and different occupancy, and getting that split right is the difference between a D and an F. We work out the zoning before quoting, so the price does not move halfway through.
We also survey conventional offices, shops, takeaways, warehouses, gyms and places of worship across the city.
Domestic EPCs in Leicester
Leicester is terrace country. Highfields, Belgrave, Evington, Spinney Hills and Aylestone are dense Victorian and Edwardian rows, much of it rented, much of it solid-walled.
Two universities drive a large HMO market around Clarendon Park, Queens Road and the West End, where room-by-room letting needs the assessment to reflect the real layout. At the other end there are new estates at Hamilton, Ashton Green and Glenfield that rate B or C without effort, and flats above shops along Narborough Road and Belgrave Road.
DECs for the public estate
Any public-authority building over 250m² that the public visit needs a Display Energy Certificate displayed. Leicester has a lot of them: schools, academies, leisure centres, libraries and health buildings. Over 1,000m² the DEC is renewed annually; smaller buildings run on a ten-year certificate with a seven-year advisory report.
MEES and the Leicester landlord
You cannot let a commercial property rated F or G. Leicester City Council Trading Standards enforces it, with non-domestic MEES penalties reaching £150,000 per property. Separately, failing to provide an EPC at all carries £500 to £5,000 — do not confuse the two.
The factory conversions and older shop units are the ones that fail. On the residential side, privately rented homes must reach EPC C by 1 October 2030, which is a genuine issue for a portfolio of Highfields terraces.

Frequently asked questions
Do you cover Hinckley, Loughborough and Market Harborough?
Yes, all of Leicestershire. Loughborough has its own page, and Hinckley, Market Harborough, Melton Mowbray and Coalville are regular runs at standard pricing.
My building is part factory, part office. Is that one EPC or several?
It depends on how the space is serviced and let. Send us a floor plan or a rough sketch and we will tell you how many certificates you actually need before you commit to anything.
Can you work around a working production line?
Yes. We survey around shift patterns and quiet periods, and most of what we need is measurement and plant detail rather than access to every square metre at once.
How long does the whole process take?
Two to three working days from survey to certificate in your inbox, with lodgement on the national register inside 48 hours of the visit.
