An airport town with three distinct property markets
Luton’s commercial stock separates into three worlds that rarely overlap. The first is the business park market on the eastern edge: Capability Green, laid out off junction 10 of the M1, and Butterfield Technology Park further north — purpose-built offices and research space in landscaped plots, generally modern and generally well rated.
The second is the airport corridor. Around Kimpton Road, Percival Way and Vauxhall Way you get freight sheds, hangarage, trade counters, hotels and the service buildings an airport generates, alongside the larger regeneration land at Napier Park.
The third is the town itself: The Mall and the surrounding retail core, Bute Street and George Street frontages with offices over shops, and the older industrial areas along Dallow Road, Chaul End and out to Sundon Park and Leagrave. That last group is where Luton’s compliance work really sits — mid-century units, patched roofs, and heating that was state of the art in 1972.
MEES: the risk is on Dallow Road, not Capability Green
You cannot grant a new lease on a commercial building rated F or G. Luton Borough Council enforces this through trading standards, and a non-domestic MEES breach carries a penalty reaching £150,000 per property. Separately, failing to provide an EPC when you market a property is a £500 to £5,000 offence.
In practice the F and G ratings in Luton cluster in the older light-industrial stock and in sub-divided upper floors above the town-centre shops. Business park buildings almost never have the problem. Tightening of the non-domestic standard beyond E has been consulted on but no dates are confirmed, so treat E as a floor, not a target, and plan improvements around your void periods rather than a rumour.
A dense, heavily rented housing stock
Luton has one of the most intensively rented housing markets on our patch, and the composition matters. High Town, Bury Park and the streets around the station are Victorian and Edwardian terraces, many split into flats or run as HMOs. Around them sit the 1930s semis built for the car and hat trades — cavity-walled and easy to improve. The large post-war estates at Marsh Farm, Lewsey and Farley Hill add council-built houses and medium-rise flats, and there are purpose-built blocks and office-to-residential conversions near the centre.
With EPC C required for privately rented homes by 1 October 2030, the terraces and the converted flats are where Luton landlords will spend their money. The semis and the ex-local-authority stock usually need far less.
What we do here
Commercial EPCs for units, offices and retail over 50m² on sale, letting, new build or major refurbishment. Domestic EPCs for houses, flats, HMOs and conversions. Display Energy Certificates for public buildings over 250m² — schools and academies, college campuses, leisure centres and council buildings.
Who we work with
Industrial and trade-estate landlords. Commercial agents and managing agents. Letting and estate agents running high volumes of domestic certificates. Owner-occupiers selling premises. Schools and public bodies with DEC obligations. Portfolio landlords with mixed residential and commercial holdings.

Coverage and travel
Luton is a long run from our Nottingham base — call it two hours down the M1 — and we would rather be upfront than oversell. No Luton office, no same-day attendance. What we offer is planning: the Bedfordshire and Hertfordshire corridor goes into scheduled days, the date is confirmed before you arrange access, and travel is already inside the fixed quote.
So we are at our most useful on multi-property work. A portfolio across LU1 to LU4, several units on one estate, or an agent’s batch of domestic certificates all justify a planned day and come out cheaper per certificate than individual visits.

Dunstable, Houghton Regis, Leighton Buzzard, Harpenden, Hitchin, Stevenage, Bedford and St Albans are covered on the same runs.
Why EPC GO
Our assessors are Elmhurst-accredited and your certificate is lodged within 48 hours of the survey. The quote is fixed before we book, travel and all. One person handles the job from enquiry to lodgement, so nothing gets lost between a call centre and a subcontractor. The assessment is evidence-led: we record what the building actually is, rather than letting default assumptions decide, which matters on Luton’s converted and sub-divided stock. A measured floor plan is included free.
Frequently asked questions
Do you cover Dunstable, Houghton Regis and Leighton Buzzard?
Yes — they are on the same run as Luton and are quoted identically. Enforcement of MEES in Dunstable and Houghton Regis sits with Central Bedfordshire Council rather than Luton Borough Council, which occasionally matters if you are dealing with a notice.
You are in Nottingham. Is Luton really viable for you?
Yes, with planning. We work the M1 corridor on scheduled days and have good availability for portfolio and multi-unit work. For one small domestic EPC tomorrow morning, a local assessor will beat us — and we will say so rather than waste your time.
Can you survey several HMOs for one landlord in a day?
Usually yes, depending on size and access. Send the addresses and tenancy arrangements with your enquiry and we will confirm what fits in one visit before quoting.
Does an airport-adjacent warehouse need anything unusual?
No, the same non-domestic methodology applies. High-bay units with old lighting and warm-air heating simply need the plant recorded carefully, which we build survey time in for.
