Clarendon Road, Croxley and the trading estates
Watford punches above its size in office terms, and almost all of it is concentrated in one place. Clarendon Road, running south from Watford Junction, is the town’s office spine — a line of 1970s and 80s blocks, some refurbished to a high standard, several converted to flats in the last decade, and a handful still trading on their original services. Croxley Business Park, over at Croxley Green, is the modern alternative: low-rise campus buildings in landscaped grounds with ratings to match.
Beyond that the market is retail and industrial. The High Street and The Parade feed into the main shopping centre, with upper floors in mixed commercial and residential use. Watford Business Park around Greenhill Crescent and Caxton Way, Odhams Trading Estate in the north of the town, Ascot Road and Tolpits Lane carry light industrial and trade units, and there is substantial film and media-related floorspace out towards Leavesden.
Why the conversions matter here
Watford has seen a lot of commercial-to-residential conversion, particularly along and around Clarendon Road, and that creates a specific EPC problem. A floor of 1980s offices turned into flats inherits deep plan depths, large single-aspect glazed elevations and whatever heating the conversion budget allowed — usually electric. Those flats can rate far worse than their age suggests, and they are heavily represented in the local rental market.
If you own or manage converted units, the EPC C requirement for privately rented homes by 1 October 2030 is the date that matters, and electric-heated conversions are the hardest type to drag up a band. Early assessment is worth far more than a late one.
The rest of the housing stock
Watford’s other homes are more conventional. Victorian terraces run through Callowland, West Watford and the streets off St Albans Road, built for the printing and brewing trades. North Watford, Garston and Oxhey are largely interwar and post-war semis, cavity-walled and improvable. There is significant ex-local-authority stock at Meriden and Holywell, plus newer apartment blocks around the Junction and the Riverwell area near the hospital.
MEES and who enforces it
You cannot let a non-domestic property rated F or G. Watford Borough Council’s trading standards function enforces that inside the borough, while Croxley Business Park, Rickmansworth and Chorleywood fall to Three Rivers District Council — worth knowing if you are responding to a notice.
Non-domestic MEES penalties reach £150,000 per property. The separate offence of failing to provide an EPC at marketing carries £500 to £5,000. Further tightening of the non-domestic minimum has been consulted on but no dates are confirmed, so the honest position is that E is the legal floor today and buildings sitting at E are the ones to plan around.
What we certify, and for whom
Commercial EPCs for offices, retail and industrial units over 50m² on sale, letting, new build or significant refurbishment. Domestic EPCs for houses, flats, HMOs and conversions. DECs for public buildings over 250m², including schools, academies and leisure facilities.
We work for office landlords and asset managers, managing agents with multi-let buildings, estate and letting agents needing volume domestic turnaround, owner-occupiers selling premises, and schools and public bodies with DEC renewal dates.

Coverage, and the honest bit about distance
We are Nottingham-based. Watford is a planned trip of a little over two hours, and we will not imply otherwise — no local office, no same-day attendance. South Hertfordshire work is scheduled into set days, the date confirmed before you arrange access, with travel inside the fixed quote.
That model works best on volume. A multi-let block on Clarendon Road, a run of units on Odhams or a portfolio of flats across WD17 and WD24 can be covered in one planned attendance, which brings the cost per certificate down considerably.

Rickmansworth, Croxley Green, Bushey, Abbots Langley, Kings Langley, Chorleywood, Borehamwood, Radlett and Hemel Hempstead are all covered from the same runs.
Why EPC GO
Elmhurst-accredited assessors and lodgement within 48 hours of the survey. A fixed quote before we book, with travel included. One point of contact throughout. An evidence-led assessment, which matters especially on conversions and refurbished offices where the default assumptions in the software can cost you a band you did not deserve to lose. Every survey includes a measured floor plan at no extra charge.
Frequently asked questions
Can you cover several properties across Watford in one visit?
Yes, and it is the best way to use us. Multi-let buildings, estate units and portfolios of flats get routed into one planned day, which is both quicker overall and cheaper per certificate than separate bookings.
Do you cover Croxley Business Park and Rickmansworth?
Yes. Croxley Green, Rickmansworth, Chorleywood and Abbots Langley are in the same schedule as Watford itself. Just note that these sit in the Three Rivers district, so MEES enforcement there is Three Rivers District Council, not Watford Borough Council.
My flat is a converted office and rates poorly. What can be done?
Usually the gains come from heating and controls, better glazing where the conversion allows, and ventilation. We set out what your building can realistically achieve rather than a generic list, so you can judge whether it is worth doing before 2030.
How much notice do you need?
As much as you can give. A week or more puts you on an existing south Hertfordshire run at the best price. Tell us your deadline and we will be straight about whether we can meet it.
